I approve your recommendations for
increase in establishment of gazetted Police officers.

I note that policy of appointment of
local officers to gazetted rank, as soon as: they
have acquired necessary training and experience, will
in due course enable factor for leave to be
considerably reduced and thereby make possible
corresponding reduction in establishment.
3. Please confirm by telegram whether you wish
fourteen additional officers for permanent establishme
to be recruited here forthwith (paragraph 5 of your
telegram No. 84 refers). Freliminary steps to this
end are now being taken; most recent relevant paper
